The new and current laws in the State of Iowa that affect public bidding requirements and contract documents will be presented by Kale D. Knisley. He will discuss laws that are important to and have impact upon public improvement construction projects.
He will discuss the following topics:
- banning Project Labor Agreements (PLAs).
- banning bidder pre-qualifications.
- reduction in the statute of repose.
- Professional Services exemptions to public bidding requirements.
- State preference law.
- Electronic Bid notices.
- Davis-Bacon requirements under new bill regarding state funding versus federal funding.
- changes to the way TIF is used.
About the Presenter – Kale D. Knisley
Kale is the assistant corporate counsel for the global engineering firm of Stanley Consultants Inc. In this position, he is responsible for providing review, oversight, and negotiation of client contracts and subcontracts, and assists in managing litigation and provides broad corporate legal services to the company and its subsidiaries. Kale is a graduate of Grinnell College of (B.A.) and Drake University (Juris Doctorate).
